PM-Release Train Engineer
If you are taking on the role of an RTE, the following skills and responsibilities are required:

The RTE is a super scrum master who:
  • Follows the annual planning calendars for Sprints and Program Increment (PI) sessions
  • Aggregate team PI objectives into Program PI objectives and publish (RTE)
  • Participate in PI planning readiness - preparation of Vision and backlogs via pre & post planning
  • Establish PI Planning readiness (when no value stream level exists) & Facilitate PI Planning
  • Manage and optimize the flow of value through the program using various tools
  • Assist with execution and feature/capability completion
  • Drive continuous improvement via Inspect and Adapt
  • Assist with economic decision making
  • Escalate and track impediments
  • Help manage risks and dependencies
  • Attend system demos and solution demos
  • Coach leaders, teams and scrum masters on lean-agile practices and methods
  • Ensures logistical needs for PI planning are met
  • Ensures release planning readiness needs have been met
  • Encourages Architectural involvement for the ART
  • Facilitates PI planning events
  • Tracks key metric measurements for the PI (Feature Completeness)
  • Facilitates Scrum of Scrums (SoS) meetings during PI execution
  • Assist economic decision making (WSJF) estimation sessions for Epics and/or Features
  • Leads and facilitates communications with external, cross functional teams (for example ISG, Digital Marketing, CIP, Legal, etc).
  • Tracks financials in CA PPM and ensures other administrative financial activities have been completed (WR's, BF Templates, etc).
  • Engages with Sourcing, as needed
  • Engages with vendors, as needed
  • Engages with GSG-Architecture and GSG-Hosting to ensure resources are assigned to the project and work is tracked and assigned properly in Rally.
  • Ensures operational readiness coordination has occurred.
  • Point of contact with international partners for project specific work.
  • Responsible for ensuring CIP approval.  This could involve initiating the CIP request, as well as driving completion of ASR materials.
  • Ensures that release management activities are taken care of (for example, HPSM tickets, etc).
  • Escalates impediments as needed
  • Helps manage program risk and dependencies
  • Provides input on resourcing to address critical bottlenecks
  • Participates in enterprise program management improvement and standardization activities
  • Drives program level continuous improvement
  • Works with Product Management, Product Owners, Business Owners to ensure strategy and execution alignment
  • Encourages participation within Communities of Practice (CoP)
  • Aggregates team objectives into Program objectives for the PI
  • Reports status to Release Management
  • Participates in Scrum of ARTs (SoR) for alignment and dependency management  
Required qualifications
  • Experience as a Scrum Master or EPM or Program Manager
  • Encourages understanding & collaboration
  • Good knowledge of the organization for where to go or who to talk to
  • Used to gathering metrics and juggling competing priorities
  • Above all else: A Champion of Servant Leadership
  • Bachelor's Degree in Information Science and Technology, Management Information Systems, Computer Science or related discipline is preferred. Master's degree in Business Administration (MBA) is preferred
  • 8 to 10 years of experience including Agile
  • Experience with the Scaled Agile Framework (SaFe) agile delivery framework
  • Exemplary core IT agile project management skills
  • knowledgeable of multiple IT disciplines including software designs and architecture, business process engineering, requirement gathering, development and unit testing, quality assurance methods, etc.
  • Prior experience with project delivery of large integrated projects, business process management or commercial software, large data conversion projects, and/or legacy replacement projects
  • Demonstrated and applied experience initiating and successfully delivering complex projects
  • Ability to remove barriers and enable teams to complete their objectives
  • A proven ability to quickly earn the trust of sponsors and key stakeholders; mobilize and motivate teams; set direction and approach; resolve conflict; deliver tough messages with grace; execute with limited information and ambiguity
  • Agile and especially SaFe certifications desired
